When replacing a roof first layer of shingles are installed backwards to create a straight edge. Normally they are called starter strips and they stick out almost an inch from the fascia. Second row of shingle are installed right over the starter strips. Suppose of starter strips are to act as an drip-edge to allow water to run down without making contact to plywood or get behind the fascia and cause damage. If you have water dripping from your soffit, it is caused by not having starter strips or drip-edge installed properly or you have damaged shingles causing water damage.
Drip-edge is the first thing that gets installed on the fascia. Ice and water shield gets installed right over the drip edge and followed by tar/felt paper overlapping from button to top. Having a second layer of protection under neat the shingles is beneficial to every home. If wind has flipped or tore some of your shingles tar/felt paper will protect the plywood from water damage until all the necessary repairs are completed. If the water does make its way under neat the shingles it will run right into your gutter if you have any. It will slow down the process of water damage before it is corrected.
